# Roles and permissions

> Every kind of PHB user: where they sign in, where they land, and what they can and can't do.

There are three kinds of permission on PHB:

1. **Your role at a facility**, such as `nurse` or `cashier`. It is set by the facility's owner or admin.
2. **Your licence**, such as MDCN for doctors. Some actions need it on top of the role.
3. **Access to a patient's record.** Even with the right role and licence, a clinician needs a basis to open a record.

## The matrix

## Why can't I see this patient?

You can find a patient, but their record stays closed until you have a basis. This is on purpose.

| Your situation | Why | What to do |
| - | - | - |
| You're a doctor and the record is closed | You have no basis yet. | Ask for consent, open a treatment basis while the patient is with you, or in a real emergency use the emergency override. See [Getting access to a record](/guides/doctor/getting-access-to-a-record). |
| You're a doctor on a treatment basis and some items are hidden | A treatment basis shows this visit and a non-sensitive summary only. | Ask for consent to see more. |
| A nurse triaged the patient but you still can't see the chart | Access belongs to the person who opened it. | Open your own basis. |
| You're front desk or cashier | Clinical content is never shown at the desk. | That's expected. |
| You're on the Care Line | The Care Line never sees clinical records. | That's expected. |
| A patient can't see a lab result | Some results are held until the doctor releases them. | The patient should ask their doctor. |
| The patient's access expired | Treatment and emergency access end by themselves. Patients can also revoke consent. | Ask again. |
